FOREWORD
 
     This order implements Federal Aviation Administration (FAA) direction and guidance with respect to the certification, technical administration, and surveillance of air carriers conducting operations under Federal Aviation Regulations (FAR) Parts 121 and 135.  It implements direction and guidance for the certification of airmen who have been trained under Parts 121 and 135, and certificated under Parts 61, 63, and 65.  It also provides instructions for the designation of air carrier airmen examiners under Part 183.

    Although this handbook is broad in scope, we have attempted to provide detailed instructions, standards, and procedures.  All volumes have not been developed.  Many chapters are currently under development, while others are in various stages of coordination.  Incomplete portions will be published as they are completed and will be made effective upon receipt.  Direction and guidance published in this order supersedes related information in current publications.  Where direction and guidance has not been established by this order, the information in orders 8430.6C, 8430.1D, and other related publications should be used.

    We ask for your cooperation during this development and transition period.  Good judgement and tact in the implementation of this material during this transition will be particularly important.

    We are employing the talent and experience of many individuals from a cross section of the Flight Standards organization in developing this order.  We express our appreciation to those who are contributing their time and energies to this significant effort.
